Vietnam Maritime Administration has just consulted on draft national technical regulations on dry ports to submit to competent authorities for approval.
According to the draft, the dry port (ICD) is a part of the transport infrastructure infrastructure, a transport organization associated with the operation of seaports, international airports, inland waterway ports and land border gates. Internationally, it functions as a border gate for import and export goods.
"In order to ensure the advantages in the exploitation process, the location of the dry port must be in line with the approved planning, associated with the main transport corridors serving the regional economic development.

In particular, dry ports must have at least two modes of transport or direct connection with a mode of transport with high capacity; Sufficient areas must be ensured for the work place for the relevant agencies ", the draft content clearly states.
The draft also specifies the scale and related items to meet the standards of a dry port. Specifically, the minimum area of ​​dry ports must not be less than 5 hectares. Main construction items of dry ports, including: System of warehouses and cargo yards (container yards, CFS warehouses, ...); Items to ensure order security (gates, fences, screening equipment, equipment for supervision, control, inspection and storage of customs); Parking for vehicles operating in the ICD; Internal roads and traffic connected to public transportation systems outside dryland areas; Office area for agencies such as customs, quarantine, finance, banking; Technical infrastructure for waste collection, storage and treatment and fire protection infrastructure.

Up to now, the Ministry of Transport has announced the opening of 6 ICDs including ICD Phuc Loc - Ninh Binh; ICD Km3 + 4 Mong Cai (Quang Ninh); ICD Hai Linh (Phu Tho) and ICD Tan Cang Hai Phong; ICD Dinh Vu - Quang Binh (Hai Phong) and ICD Tan Cang - Nhon Trach (Dong Nai).
According to the detailed planning on development of Vietnam's dry port system in the period up to 2020, the orientation will be approved by the Ministry of Transport, in the period to 2025, the North will have shallow ports and shallow port clusters. capacity of about 1.3 - 2.2 million TEU / year; in the period from 2030 to about 3.8 to 5.2 million TEU / year.
The Central - Highlands region has shallow ports and shallow port complexes with a capacity of approximately 124,000 - 322,000 TEU / year, in the period from 2030 to about 510,000 - 911,000 TEU / year.
The Southern region, with the focus of many key seaport clusters, will have many dry ports and shallow port clusters with a capacity to touch 4.2 - 6.1 million TEU / year. In the period up to 2030, this region will have ports of up to 9.5 to 13 million TEUs / year.
